And cut off travel between regions. Mandatory quarantine policies. Then pick one region and put stringent lock down rules in effect.
Let the others continue with what they do today.
When region 1 is under control move on to region 2. Preferably a geographically contiguous area.
The advantage of a regional approach are 1) you don't treat everyone the same. 2) you can focus government resources 3) you can shut airports trains highways without shutting the whole country 4) economic impact is staggered instead of all at one time.

Yes, a serious lockdown is required once you seal the bubble borders. Probably need national guard for manpower. Only tested personnel on the streets.
Probably smart to focus vaccine on the residents of successfull bubbles as well as national guard and state police.
